Job Description
The Test and Evaluation Organization of AMERICAN SYSTEMS currently has contingent position for a Senior Doctrine Researcher/Writer Operation Analyst and Liaison in support of the Joint Assessment Doctrine Evaluation (JADE) Quick Reaction Test project. This position will be in Suffolk, VA and support the QRT test team at Aberdeen Proving Ground (APG), MD.
The QRT project is directed to develop and improve upon the integration of Theater Campaign and Operations Assessments into the planning and execution phases at the Joint Force Commander level. The objective is to document and inform the Joint Doctrine Note being developed by the Joint Staff J7, including specific line-in/line-out changes to Joint Publication (JP) 3-0 and JP 5-0 based on research, and validation through test and evaluation rigor. In addition, the QRT will develop a DOTMLPF change recommendation memorandum to highlight recommended assessment findings and to synchronize outputs with ongoing assessment doctrinal development efforts, such as ALSA s Multi-Service TTP (MTTP) for tactical level assessments.
Candidate will serve as the QRT liaison and doctrine researcher/writer providing operations analysis support
services
to the QRT Test Director for the research, development, testing, analysis, validation, publication, and integration of TTP/CONOPS, and related assignments as part of a team of military, government civilian, and contract analysts. The candidate will work closely with the team s Task Manager, Operations Research Systems Analyst (ORSA), Test Planner, and Operations Analyst that will serve as additional researchers, and TTP developers to develop test procedures in accordance with DOT&E test methods as outlined by the JT&E handbook and specific SOW requirements. Candidate will be responsible for development and coordination of TTP and DCR products for the military customer with JS J7, TRADOC, NWDC, ALSA, and ACC to address the project's objectives, test concepts, and the end state methodology for institutionalizing the test products. Candidate will offer risk reduction strategies, and risk mitigation plans, and fully document existing processes, project enhancements, and test results.
Candidates will support test product development and test planning efforts to provide qualitative and empirical data analysis to support findings, conclusions, and recommendations on the effectiveness of the project TTP/CONOPS, and DCR in support of the Operational Test Agency at Army Test Evaluation Command (ATEC) and the Operational Sponsor at USCENTCOM. The test project is scheduled to run from approximately April 2014 to March 2015. Limited travel throughout CONUS may be required.
Job Requirements
Required Education: Bachelor s Degree (Technical Discipline) with 14-20 years experience or Master s Degree (Technical Discipline) with 9-12 years experience.
Required Skills:
- Test and Evaluation experience and skills
- Joint and Service doctrine writing and researching experience.
- Must be able to effectively operate in a demanding team environment, have excellent communication skills, strong interpersonal skills, flexibility, and a high degree of demonstrated professionalism.
- Individual must be proficient with Microsoft Office suite of software applications with an understanding of scheduling and accounting toolkits, such as Microsoft Project.
Desired Skills:
- Prior experience working on previous Joint Test and Evaluation projects as a Task Lead, Task Manager, or Deputy Task Manager.
- Prior experience working one JTF/CCDR level staff in Operations, Plans, or conducting assessments.
- Graduate of US Army School for Advance Military Studies (SAMS)
Required Security Clearance: Candidates must possess a minimum Secret clearance.
