PUBLIC AFFAIRS SPECIALIST

As a PUBLIC AFFAIRS SPECIALIST at the GS-1035-14 some of your typical work assignments may include:
Serves as the lead for planning, organizing, and managing all public affairs and communication activities at the Joint Staff Hampton Roads. Provides advice and direct assistance to the Vice Director of the Joint Staff, the Director of management and the Deputy Directors of J1, J3, J6 and J7 on all aspects of public and internal information, media engagements, narratives, and overall public profile. Provides important institutional knowledge and continuity of public affairs operations, and responsible for developing, planning, analyzing, directing and executing PA and communication programs. Establishes objectives, timelines, assigns tasks and determines resource requirements to ensure the offices' success. Responsible for event planning, project management, problem solving, staff coordination, interpreting policy, course of action development, and execution of plans. Serves as the subject matter expert on PA concepts, doctrine, policy, proponency, organizational structure, and equipment to Joint Staff senior officials while advising colleagues of the same. Supports exercises, training events, conferences, and community engagements, to include Joint Forces Staff College. Advise Joint Staff, Combatant Command, Services and the Office of Assistant Secretary of Defense for Public Affairs (OASD-PA) specialists on integrating PA best practices and procedures across DoD service boundaries and Joint Staff functions. Directs PA activities and manages the development of long-range plans, program goals, policies, and procedures. Develops goals and objectives that integrate the Joint Staff and Joint Force objectives with Combatant Commands, Services, National Security Council and the interagency. Advises staff on policies, procedures, and directives of OSD, State Department and the National Security Council. Participates in critical Joint Staff and DoD planning meetings and interacts with other members of the Chairman's staff, Department of Defense officials, and officials of other government agencies (e.g. the White House, Congressional staffs), national and international news media representatives, and key representatives of prominent civic, political, and business organizations. Coordinates interviews with members of national print and television media. Provides counsel, advocacy, and articulation of the PA proponent's position in the development and revisions of Joint Force concepts and doctrine; as well as the development and management of Joint PA lessons learned. Reviews new and existing doctrine and policy developed by other Department of Defense agencies to ensure incorporation of correct, appropriate PA doctrinal concepts. Qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
1. Utilizes Public Affairs and communications theories, principles, methods, practices and techniques; analytical methods; and interpersonal relations to integrate diverse points of view in a communication plan establishing and maintaining mutual understanding. 2. Develops new methods and approaches in planning, integrating, and evaluating the agencies overall public affairs program. 3. Evaluates the effectiveness of a public affairs program as operated in the field offices, analyzing feedback from the media and public, and developing recommendations to improve the overall public affairs program. 4. Applies new approaches to difficult and complex public affairs problems by developing, executing and/or evaluating information programs to enhance understanding among external and/or internal public programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
